This is the Subprofessional paper taken one section at a time. If you are still choosing between the two levels, the choice is decided by the posts you want rather than by which paper is easier - and neither of them is.

The Subprofessional paper covers numerical ability, verbal ability in English and Filipino, clerical ability, and general information. Clerical ability sits where the Professional paper has analytical ability. You pass on a general rating of 80.00 across the whole paper.

Before the sections: two facts that shape everything

There is no per-section hurdle. One general rating decides eligibility, so a section you have written off does not disappear - it averages in and drags. The useful first move is finding out which section is costing you, not working on the one you like.

The clock is part of the difficulty. A CSC news release for the March 2023 examination described 165 items for Subprofessional. The Commission sets the count and the duration for each examination and both have moved between cycles, so check the announcement for the examination you are sitting rather than trusting a number on a reviewer site, this one included.

Clerical ability

The section that makes this the Subprofessional paper, and the one worth the most attention because it is the one people prepare for least. It looks trivial written down. It is not trivial to do forty times in a row, at speed, without one slip - and a slip is a mark.

Filing items turn on the rule, not on the alphabet. Surnames before given names, a prefix treated as part of the surname or not, numbers spelled out or ordered as digits, initials before full words - the rule is stated and the whole question is applying it consistently rather than sorting the way you would sort a contact list. Reading the rule twice costs five seconds and prevents the commonest wrong answer, which is a list correctly sorted under a rule the question did not give.

Spelling items are decided before you sit down. There is no technique that finds a misspelling you do not already recognise, which makes this the one part of the paper where volume of exposure is the whole method: seeing the difficult words often enough that the wrong form looks wrong rather than being reasoned about.

Numerical ability

The same arithmetic as the Professional paper, worked by hand and without a calculator. The formats repeat, which is the opportunity.

Series items are the most reliably winnable part of the paper - the answer is not a matter of judgement, so once you can name the rule you have the mark. Finding the rule in under a minute works several end to end, and the percentage post does the same for the three forms.

Verbal ability, in English and in Filipino

The largest section, and the one most underestimated - it looks like a language test you have already passed. It is four kinds of question, each appearing in both languages.

The Filipino half surprises people. It is not a translation of the English half: wastong gamit distinctions like ng and nang, rin and din carry real marks, and they are rules most fluent speakers have never had to state. Being fluent is not the same as being able to say which form is correct and why.

Comprehension is where the time goes. Every question is answerable from the passage alone, and the commonest wrong answer is a statement that is perfectly true and simply not in the text.

General information

The only section with material to learn rather than a format to practise, and the same four bodies of content as the Professional paper.

This section rewards reading the primary text once over reading a summary five times. The Constitution and R.A. 6713 are short, freely published, and asked about in the words they use.

Where the time actually goes

Not evenly. Comprehension passages ask you to read before you can start and punish rereading. Filing items are quick when the rule has been read and slow when it has not. Spelling and vocabulary are fast or not at all. The practical consequence is that a paper is usually lost in the last twenty minutes, by someone who spent four minutes on an item that was never going to come out.
