Exam coverage
Everything on the Professional paper, section by section
This is the Professional paper taken one section at a time: what each one asks, what a question in it actually looks like, and which of them quietly costs people the most time. If you have not yet decided which level to sit, start with the choice instead.
The Professional paper covers numerical ability, verbal ability in English and Filipino, analytical ability, and general information. Analytical ability is the section Subprofessional does not have. You pass on a general rating of 80.00 across the whole paper, not section by section.
Before the sections: two facts that shape everything
There is no per-section hurdle. One general rating decides eligibility. That sounds like relief and mostly is not - a section you have written off does not disappear, it averages in and drags. It is why the useful first move is finding out which section is costing you rather than working on the one you enjoy.
The clock is part of the difficulty. A CSC news release for the March 2023 examination described 170 items in three hours and ten minutes for Professional - roughly a minute and seven seconds an item. The Commission sets the count for each examination and it has moved between cycles, so check the announcement for the one you are sitting rather than trusting any number on a reviewer site, this one included.
Numerical ability
Arithmetic worked by hand, with no calculator. The formats repeat, which is the whole opportunity: number and letter series, percentages and ratios, and word problems that have to be turned into an equation before they can be solved.
| Format | What it wants |
|---|---|
| Number and letter series | Name the rule that produced the terms, then apply it once |
| Percentages and ratios | Three forms, over and over: P% of N, N is P% of what, N is what percent of M |
| Word problems | Turn a sentence into an equation - work, mixture, distance, age |
Practise each: number series, percentages and ratios, word problems.
Series items are the most reliably winnable part of the paper because the answer is not a matter of judgement: once you can name the rule, you have the mark. Finding the rule in under a minute works several end to end, and the percentage post does the same for the three forms above.
Verbal ability, in English and in Filipino
The largest section, and the one most people underestimate because it looks like a language test they have already passed. It is not one section but four kinds of question, each appearing in both languages.
| Format | What it wants |
|---|---|
| Vocabulary and word meaning | Synonyms, antonyms, and the meaning of a word in context |
| Grammar and correct usage | The error in a sentence, or the correct form to complete one |
| Paragraph organisation | Put four or five sentences into the one order that is coherent |
| Reading comprehension | Answer from a passage, without importing what you already know |
The Filipino half is the part that surprises people. It is not a translation of the English half and it is not decorative - wastong gamit distinctions like ng and nang, rin and din carry real marks, and they are rules most fluent speakers have never had to state. Fluency is not the same as being able to say which form is correct and why.
Comprehension is where the time goes. Every question is answerable from the passage alone, and the commonest wrong answer is a statement that is perfectly true and simply not in the text.
Analytical ability
The section that makes this the Professional paper. It is unfamiliar rather than hard, and the difference matters: unfamiliar is fixable in a few weeks.
| Format | What it wants |
|---|---|
| Word analogy | Name the relationship between two words, find the pair standing in the same one |
| Logic and syllogisms | Decide what follows necessarily, taking the statements as true even when absurd |
| Assumptions and conclusions | Find what a statement takes for granted without saying it |
| Data interpretation | Read a table or chart and answer without arithmetic errors |
Practise each: word analogy, logic and assumptions, data interpretation.
Two habits fix most of this section. On analogies, say the relationship out loud as a sentence before looking at the options - a thermometer measures temperature - and then test each option against that exact sentence; a pair that needs the sentence reworded is not the answer. On assumptions, test each option by denying it: if the statement still stands with the option false, it was not assumed.
General information
The only section with material to learn rather than a format to practise, and the shortest to prepare properly. Four bodies of content:
| Area | What comes up |
|---|---|
| 1987 Philippine Constitution | The Bill of Rights, the branches and their powers, citizenship, suffrage |
| R.A. 6713 | Norms of conduct, duties of public officials, prohibited acts and transactions |
| Peace and human rights | Concepts and issues rather than dates |
| Environment management and protection | Concepts, obligations, and the main statutes |
This section rewards reading the primary text once over reading a summary five times. The Constitution and R.A. 6713 are short, freely published, and asked about in the words they use.
Where the time actually goes
Not evenly. Comprehension passages and data interpretation both ask you to read something before you can start, and both punish rereading. Series and vocabulary items are fast or not at all. The practical consequence is that a paper is usually lost in the last twenty minutes rather than the first hour, by someone who spent four minutes on an item that was never going to come out.
A section you have decided is your weakest is often not. That is not encouragement - it is the ordinary experience of anybody who measures instead of guessing, and it is the argument for sitting something that reports by subject before planning a month of study.
Common questions
- How many sections does the Professional exam have?
- Four subject areas: numerical ability, verbal ability in English and Filipino, analytical ability, and general information. Analytical ability is the one Subprofessional does not have.
- Is there a Filipino section in the Professional exam?
- Verbal ability is tested in both English and Filipino. Vocabulary, grammar and correct usage, and reading comprehension all appear in Filipino as well as English rather than being confined to a separate section.
- Can I use a calculator on the Civil Service Exam?
- No. The numerical section is written to be worked by hand, which is why practising the arithmetic shortcuts matters more than knowing more formulas.
- What is analytical ability on the Professional exam?
- Word analogy, logic and syllogisms, assumptions and conclusions, and data interpretation from tables and charts. It is the section that distinguishes the Professional paper from the Subprofessional one.
Where to start
With a measurement. The free 50-question diagnostic reports by subject rather than as one number, which is the only result that tells you which of the sections above to spend the month on. The Professional reviewer then draws fresh questions in each format for as long as you keep practising, and the coverage page holds the sourced version of the scope above.
